Tubagus Haryono merupakan sarjana Fisika Murni dari FMIPA UI Jakrta tahun 1982 dan sarjana Ekonomi dari FEUI Jakarta tahun 1984. Pada tahun 1991 meraih Magister Manajemen juga dari Universitas Indonesia. Pada tahun 1995 mengikuti Kursus Singkat Lembaga Ketahanan Nasional Angkatan V (KSA V Lemhannas) dan pada tahun 2013 meraih gelar Doktor Manajemen Bisnis dari Institut Pertanian Bogor.

Mengawali karir sebagai guru di sebuah SMA Negeri di Jakarta pada tahun 1981, lalu bekerja di beberapa perusahaan swasta di bidang perbankan dan otomotif sebelum bergabung di Pertamina pada tahun 1984. Pada tahun 1998 terpilih menjadi Anggota DPR RI untuk pertamakali dan ditempatkan di Komisi V yang membidangi Tenaga Kerja, Ilmu Pengetahuan dan Teknologi, Lingkungan Hidup, Pertambangan dan Energi.

Pada tahun 2001, setelah Reformasi terpilih kembali menjadi anggota DPR RI dan dipercaya menjadi Wakil Ketua Komisi VIII yang juga membidangi Pertambangan dan Energi. Pada tahun 2003 terpilih menjadi Kepala Badan Pengatur Hilir Minyak dan Gas Bumi (BPHMigas) selama dua periode yaitu 2003-2007 dan 2007-2011. Selepas dari BPHMigas diangkat sebagai Tenaga Ahli Menteri Perumahan Rakyat Republik Indonesia dari tahun 2012 sampai tahun 2014. Sejak tahun 2015 sampai saat ini mengajar di Sekolah Pascasarjana Universitas Pancasila Jakarta.

Pengalaman Organisasi yang menonjol adalah sebagai Ketua Umum Dewan Pengurus Pusat Komite Nasional Pemuda Indonesia (DPP KNPI) dari tahun 1993 sampai tahun 1996 dan sebagai Deputy President Asia Youth Council (AYC) dari tahun 1994-1997.

Tubagus Haryono is a bachelor of Physics from Faculty of Mathematics And Natural Sciences University of Indonesia Jakarta in 1982 and a bachelor’s degree in Economics from Faculty of Economic University of Indonesia Jakarta in 1984. In 1991 he also earned a Masters in Management from the University of Indonesia. In 1995, he attended the 5th National Resilience Institute Short Course (KSA V Lemhannas) and in 2013 earned a Doctorate in Business Management from the IPB Univrsity, Bogor.

He started his career as a teacher at a public high school in Jakarta in 1981, then worked in several private companies in the banking and automotive sectors before joining Pertamina in 1984. In 1998 he was elected as a Member of the Indonesian House of Representatives for the first time and placed in Commission V in charge of Manpower, Science and Technology, Environment, Mining and Energy. In 2001, after the Reformation, he was re-elected as a member of the Indonesian House of Representatives and trusted to be the Deputy Chairman of Commission VIII which is also in charge of Mining and Energy. In 2003 he was elected as Head of the Downstream Oil and Gas Regulatory Agency (BPHMigas) for two periods, namely 2003-2007 and 2007-2011.

After leaving BPHMigas, he was appointed as Expert Staff to the Minister of Public Housing of the Republic of Indonesia from 2012 to 2014. Since 2015 until now he has taught at the Postgraduate School of Pancasila University, Jakarta.

His outstanding organizational experiences were as President of the Central Executive Board of the Indonesian National Youth Committee (DPP KNPI) from 1993 to 1996 and as Deputy President of the Asia Youth Council (AYC) from 1994-1997.
